Paper Abstract:
Critical review of collection of opposing views on need for nuclear weapons.

Paper Introduction:
The debate over the production of nuclear weapons began with the announcement of the dropping of the first atomic bomb on Hiroshima. The power of the weapon and the devastation it wrought frightened many Americans, not for the least reason because they considered what would happen if the weapon were turned on them, but also out of a humanitarian concern for the horror and death the bomb brought to Japan. The arguments have continued on both sides ever since, and even today in the post-Cold War era, the issue remains vital because more and more countries are seeking and achieving atomic capability. Nuclear proliferation, or the spread of nuclear weaponry to more and more countries, has long been a fear of the U.S. government, and efforts have been made to control the distribution of nuclear materials. Another worry today is that technology has advanced

Examines treaties in effect in early 1996. Purposes, goals, signatory nations, legality, testing, focusing on Nuclear Nonproliferation Treaty.

Paper Introduction:
CURRENT NUCLEAR TREATIES Introduction This research reviews major nuclear treaties in effect or negotiated and awaiting ratification in early-1996 with respect to treaty purposes, goals, and signatory nations. Conclusions are drawn in relation to the legality under these treaties of either the hostile use of nuclear weapons or the testing of such weapons. Nuclear Nonproliferation Treaty The Nuclear Nonproliferation Treaty (NPT) became effective in March 1970 for a 25-year period following ratification by 178 nations. The NPT was re-negotiated and renewed at a conference attended by 175 nations of the original 178 nations in 1995. The NPT was extended indefinitely on 11 May 1995. In the extensi

History & 1995 permanent international ratification, negotiations, nuclear & non-nuclear states, principles & provisions, review conferences, U.S. public opinion, unresolved problems.

Paper Introduction:
Negotiating the Comprehensive Test Ban Nuclear Non-Proliferation Treaty The Nuclear Non-Proliferation Treaty (NPT) was made permanent in May, 25 years after it entered into force and nearly 50 years after the United States wrought devastation on Hiroshima. The four-week NPT Review and Extension Conference, held in New York April 17 to May 12, was the largest arms control conference ever held, with 175 of the treaty's 178 parties participating ("How to," 1995, p. 28). No state got all it wanted, although the weapon states had more reason to be satisfied than the non-weapon states. The United States, Russia, Britain, and France wanted the treaty extended indefinitely and unconditionally. Only the first part of their

Changing role of U.N. agency in preventing spread of nuclear weapons. History, functions, detection of violations.

Paper Introduction:
THE CHANGING ROLE OF THE IAEA This research paper deals with the changing role of the International Atomic Energy Agency of the United Nations (IAEA) with particular reference to the problem of the proliferation of nuclear weapons. Its thesis is that the IAEA plays an important role in preventing the spread of such weapons, but that it labors under numerous handicaps, including inadequate funding, uncertain political direction and, in the case of the Iraqi inspections, internal mismanagement. Basic Facts Concerning IAEA Headquartered in Vienna, IAEA was founded in 1957 as an outgrowth of Eisenhower's Atoms for Peace Plan of 1953. Under its enabling statute, it was authorized to: "establish and administer safeguards designed to ensure that

Paper Abstract:
Amer. & international concerns & efforts to stem spread of nuclear weapons in Third World. Background, examples, monitoring.

Paper Introduction:
The United States developed the first atomic bomb and used it to end World War II in 1945. After the war, the world was marked by a Cold War that lasted until the fall of the Berlin Wall and the disintegration of the former Soviet Union at the end of the 1980s. During that long period of time, a number of other nations joined the nuclear club by developing the capability to produce nuclear weapons, and one of the primary goals of American foreign policy was to limit nuclear proliferation to the greatest degree possible. In the changed world circumstances faced today, the danger of nuclear proliferation has not passed. Instead, there is more and more concern about new technological developments that might make it possible for smaller and less-developed nations to produce nuclear weapons that would be smaller and more powerful than the bombs used on Japan in 1945.

Paper Abstract:
Uncertainties & obstacles in context of turbulent Soviet politics under Mikhail Gorbachev. Strategic balance, mistrust, negotiations, MX missle, Ronald Reagan policies.

Paper Introduction:
If I were to become Soviet president, I would not allow President Bush to talk to me the way he talks to the current Soviet president. Believe me, Bush would have to take me into consideration because I would put strategic forces on alert just to accomplish this aim (Shogren, 1991, p. H-6, c. 1). Col. Nikolai S. Petrushenko Soviet Parliament Member A year ago, at the height of the period of Soviet liberalization under Mikhail Gorbachev, the problem of arms control indeed, the entire question of American and Soviet strategic forces and the strategic balance of the superpowers seemed to be a hasbeen issue. (Jonathan Schell). Critical review of work on nuclear war from governmental perspective.

Paper Introduction:
This study will examine Jonathan Schell's The Fate of the Earth from a governmental perspective, including consideration of the theme of the book, the author's purpose, reactions to specific ideas, and the reasons for those reactions. From a governmental perspective, Schell's book is profoundly threatening because it strikes at the very heart of the government's policy to continue its plans for nuclear war and to increase the intensity of plans which can lead inadvertently or accidentally to nuclear war. The book charges that the policy of the government (specifically, that of the United States, but, in general, any government which practices the same nuclear stockpiling and planning) with respect to nuclear war is both insane and immoral. The theme of the book, then, is that the future of the human

Paper Abstract:
Pros & cons of debate over offensive & defensive weaponry, research & development, Star Wars. Concludes with writer's personal pessimistic opinion.

Paper Introduction:
The advent of nuclear weapons has fundamentally changed the nature of war. A nuclear war is often described as "unthinkable" because it would be so devastating. However, nations keep stockpiling nuclear weapons and constantly develop new types of nuclear weaponry under the auspices of preventing a nuclear war. The purpose of this research is to examine the offensive versus defensive nature of nuclear weaponry. The current nuclear policy--Mutual Assured Destruction--will be analyzed for its effectiveness in preventing war, followed by a discussion of whether defensive weapons can help protect nations. Evolution of Nuclear Policy A clearly defined policy regarding the use of nuclear weaponry was first articulated by the Kennedy Administration in response to Soviet development of intercontinental missile

Paper Abstract:
Purpose & effects of U.S. decision to develop the bomb & use it on Japan, not so much to shorten the war as to demonstrate Amer. military supremacy.

Paper Introduction:
It was the 6th of August, that much we knew when the boys took off in the morning dew. Feeling nervous, sick and ill at ease, they flew at the heart of the Japanese (Yass 72). As they approached Hiroshima in the Enola Gay, they all had hopeful looks on their faces. "Not long now, folks . . . the Colonel and I are standing by and giving the boys what they want . . . There will be a short intermission while we bomb our target . . . My God!" (Yass 73) As the great bomb plummeted from the sky, the crew turned the plane broadside to get the best view, which was described as a "terrific spectacle." A mass of purplish gray dust about three miles in diameter, the lower part of the mushroom as well as the top was all boiling. The mushroom smoke had reached the same altitude of the plane when another mushroom arose just as turbu
