Paper Abstract: Benefits of teaching in elementary school, research, methods, immersion programs, goals, language rules, behaviorist approach.
Paper Introduction: A survey of current educational literature provides a sound rationale for second language instruction, particularly if such learning begins early enough. Most students in the United States study a second language in secondary school; therefore, the issue is really the age at which a student begins foreign language study to best advantage. For the past four decades, educational researchers have stressed the value of teaching a second language in elementary school. Because results were mixed, elementary language programs gradually began to disappear in the same amount of time. Although the FLES, or Foreign Language in the Elementary School, movement of the fifties and sixties has had varying degrees of success in the United States, it remains more of a goal than a reality.

Paper Abstract: Roles of home environment, parental skills & parent partnership with school in developing child's ideas, values, pereformance, self-esteem.
Paper Introduction: Introduction
Because of disruptive home environments, schools have turned into behavioral management camps, rather than centers of learning. Teachers spend more time disciplining children than educating them (Ryan and Stiller, 1991, p. 133). Therefore, enlisting the support of parents in a partnership with the school and their child has become necessary. The ultimate aim of parent involvement is to nurture the child's ability to become a well-functioning, positively-contributing member of society. The first model of parent involvement began in the 1960s with a program known as Headstart. The program was based on the concept that parents are the child's first and primary teachers. Headstart educated parents in all areas related to being a good parent (Flaxman and Inger, 1992, p. 4). Many schools followed

Paper Abstract: Rationale for, Limited English Proficiency students, techniques, theories, positive effects (self-esteem, cognitive skills), problems, social aspects.
Paper Introduction: The rationale for multicultural education is based on the concept that it is inevitable. It is inevitable because the United States is a pluralistic society. The United States has had a long history of immigration from various parts of the world. As a result, many different cultures are represented in today's schools. In fact, census figures indicate that "minorities already constitute a majority of students in 23 of 25 largest school districts" (Haberman & Post, 1990, p. 32). Because the United States is a multicultural society, it is also a multilingual society (Banks, 1981, p. 159). In this regard, there is evidence that more than twenty million U.S. residents speak a language other than English at home; of these, nearly 4.5 million are school-age children (Ambert & Melendez, 1985, p. xiii). This situation raises problems because English is the

Paper Abstract: Describes various methods & theories for teaching/learning a foreign language. Authority & control, Counseling-Learning/Community Learning, Silent Way, teaching machine movement.
Paper Introduction: AUTHORITY, MYSTERY, AND MIRACLE IN TESOL
Whether a behavioristic or humanistic approach is taken towards teaching and learning a foreign language, the fact remains that there are more questions than answers regarding how to teach and how one learns. Teaching--as all endeavors affecting human destiny--is as much an art as a science. There is no shortage of proposed ways to help modify human behaviors: methods come and go and come back ill-disguised as one or another scholar or pseudo-scholar rediscovers the light bulb. As to learning, we are only beginning to discern some of its mechanisms in some people who, in some situations and in some contexts, try and acquire some knowledge or some skills. Linguists fail to understand that linguistics is neither psychology nor pedagogy. Psychologists fail to admit that to know something is not to know

Paper Introduction: HIGH SCHOOL DROPOUT
This paper examines the high school dropout phenomenon from a sociological perspective. Specifically, the paper reviews studies explicating the demographic parameters of dropout, reasons for dropout, incentives given to schools, principals, teachers, administrations, and other pertinent personnel for helping students at-risk of dropout to remain in school, and dropout prevention programs and projects. The purpose of the paper is to compile a profile of the essential factors involved in and effecting high school dropout.
Demographic Parameters
Concerning high school dropout, Ponessa (1991) has noted that in the country as a whole, 71% of all students receive a high school diploma by age 18 years; the remainder of these

TEACHING ENGLISH AS A FOREIGN LANGUAGE
"Language teaching is a field where fads and heroes have come and gone in a manner fairly consistent with the kinds of changes that occur in youth culture" (Celce-Murcia, 1991, p. 3). Yet, to try and understand the processes of language learning and language teaching, learning and acquisition methodologies-however eclectic--need theoretical underpinnings. Today, many linguists--whether concerned with theoretical or applied research--tend to categorize teaching/learning approaches into the behavioral approach and the humanistic approach.

Paper Abstract: Analyzes school since 1953 founding, focusing on Gerald Grant's 1988 book [The World We Created at Hamilton High]. Impact of societal changes, racism, changing roles & attitudes of students & teachers, socioeconomics.
Paper Introduction: Hamilton High: An Analysis
Gerald Grant's book, The World We Created at Hamilton High, clearly shows the dilemmas of public schools today. His description of what happened to an American high school during several decades of optimism, integration, and rebellion serves as a microcosm of education in the larger society. Grant squarely places the issues of the last thirty-five years before the reader and presents a case history of a school that attempted the American dream--a fair education for everyone. It is the purpose of this paper to analyze the book, covering the major historical, political, legal, and social influences on Hamilton High and the general influences on education in the United States over the past thirty or forty years.
The book was a result of Grant's interest in what makes a

Paper Abstract: Role of public funding in schools. Bush's Choice Program, Tuition Tax Credit, politics, social impact, state & local govts.
Paper Introduction: There were several programs reportedly supported by President George Bush during his administration, among which was the Choice Program. This program included various forms of open enrollment for students, thereby giving them and their parents enhanced control over the selection of school attended. The Choice Program, which was strongly promoted by President George Bush, could conceivably provide the stimulation of competition among schools so that they compete for funding via the voucher system (Tifft, 1989, p. 54) notes of this program:
Choice. The idea sounds so compelling compared with the tyrannical grip most public schools have over families. But it is a policy that excites divergent passions. No school district can please all students all the time, ... but without choice, school districts have little incentive to

Paper Abstract: History, test characteristics, criticisms, debate over racial differences.
Paper Introduction: Overview
One of the most puzzling topics that man has tried to deal with relates to intelligence. Few scientific inquiries have aroused as much controversy as the question of intelligence testing. At the center of the debate is the nature-nurture question. It deals with the degree to which individual differences in intelligence are attributable to hereditary and congenital factors ("nature") on the one hand, or to environmental factors ("nurture"), on the other hand (Fancher, 1985, p. 8). While scientists feel that both factors are important, they are unable to agree on the extent and importance of each.
The second area of controversy deals with the definition of "intelligence". The problem deals with the actual explanation of

Paper Abstract: Argues that use of racial & ethnic preferences in school admissions is morally defensible.
Paper Introduction: This study will argue that the use of racial and ethnic preferences in college or professional school admissions are morally defensible. The basis for the argument will be the Bakke case and the Supreme Court decision on that case which clarified some matters on preferential treatment and left others unsettled.
The Bakke decision of the Supreme Court upheld the California Supreme Court decision which held that white student Allan Bakke had suffered illegal discrimination as a result of the specific University of California at Davis preferential treatment program which set aside a certain number of spots for "minority" group members. Bakke was admitted to Davis as a result of the Supreme Court decision, but the Court "reversed (the California) court's prohibition against taking race into account in any way" (Dworkin, 1985, p. 304).

Paper Introduction: TRUANCY IN AMERICAN PUBLIC SCHOOLS
Almost 10 years ago, the National Commission on Excellence in Education (1983) issued a report, which warned that the nation faced a rising tide of mediocrity, if performance in the public schools did not improve. At the time the report was issued, it was the latest in a series of studies chronicling the decline of academic performance in the country’s schools. Since that time, other such warnings have been issued, along with, self-serving, self-congratulatory, and erroneous messages from the Reagan and Bush Administrations stating how much American public education has improved under their leadership.
A multitude of reasons which have been cited as causes of the decline in academic performance in American public schools. One of the reasons cited in the 1983 report (National Commission on Excellence

Paper Abstract: Pros & cons. Case examples, parents' role, socioeconomic factors, impact on public schools.
Paper Introduction: In the mid 1950s, Milton Friedman proposed a voucher system for schooling. This idea for educational reform had the intention of giving parents more choice in their children's education and of equalizing the quality of education among all socioeconomic groups. Many critics at the time considered Friedman's proposal to be wild and impractical, even though such a system was in use in British Columbia, Canada.
During the late 1960's, the concept of vouchers raised little opposition. Well-known supporters included Friedman, Mario Fantini, and Christopher Jencks (Salganik, 1981, p. 7). However, it gradually became apparent that the thinking behind the voucher system actually was related to different, and sometimes conflicting goals. Some regarded vouchers primarily as a way to increase equality through reallocation of resources.

Paper Introduction: The number of non-English speaking students in the United States has increased in recent years. Leslie, Glick and Gordon (1991) have noted that at least 2 million American students have "limited proficiency in English" (p. 56). Other estimates regarding the number of non-English speaking students are much higher. In this regard, Monagle (1991) has claimed that "close to 5 million American students do not speak, read, or write in the English language" (p. 13). In some states, non-English speaking students form a large percentage of the total student population. In fact, there are currently seven states in which "25 percent or more of the students are not native-English speakers" (Leslie, Glick & Gordon, 1991, p. 56). Furthermore, it has been noted that "all but a handful of states have at least 1,000 foreign-born youngsters" (Leslie, Glick & Gordon, 1991, p.

The term "A Nation At Risk" emerged into the national lexicon after the book of that title was presented to the public by The National Commission on Excellence in Education. The book was a stunning indictment of the shortcomings of the educational system in the United States.
Before elucidating the specific risk which illiteracy brings to the nation, we should first note the "indicators of the risk" as listed by the Commission:
Some 23 million American adults are functionally illiterate by the simplest tests of everyday reading, writing, and comprehension. About 13 percent of all

This paper describes and evaluates how Horace Mann, John Dewey, and Mortimer Adler would define and structure citizenship education in today's world and also discusses their primary concerns.
There is a common thread which runs through all three educational philosophers: the concept should be available to all.
The early-nineteenth century experienced, both in Europe and the United States, the growth and development of ideas which saw popular education as an instrument of the national state. Most of these systems attempted to grant this power of reading, writing, and arithmetic; and most viewed the vital factor to be in assuring the employment of this power for the good of the

Technical labor in the United States of the 1990s is by and large unskilled and unprepared (Business-Higher Education Forum, 1988). Most experts agree that the American economy requires "more highly educated entry workers in order for our country to remain competitive" (U.S. Department of Labor, 1988, p. 9). Unfortunately, all too many of these experts also agree that "much of our human talent is being wasted, and a growing proportion of the next generation is slipping beyond the reach of the institutions and values of

Paper Abstract: Critical review of account of one year in working life of an elementary school teacher.
Paper Introduction: Among Schoolchildren is, in essence, an account of one year in the working life of an elementary-school teacher, "Christine Zajac," in the somewhat decayed industrial town of Holyoke, Massachusetts. In this work, Tracy Kidder, best known for his account of computers, The Soul of a New Machine, has presented what amounts to a "nonfiction novel" about Chris Zajac. As a vivid account of teaching a culturally-mixed (mainly "white" and Puerto Rican) class of fifth-graders in conditions that are more nearly inner-city than suburban, Among Schoolchildren is a lively account of the experience of teaching--or at least, of Mrs. Zajac's experience of teaching, as presumably witnessed by Kidder himself.
Well-written by an author with a background in both journalism and sociology, Among Schoolchildren could be heartily
